Considered a “first” in RI District 3850 history, the Father-Son tandem of PDG Rod Jocson RY 1977-1978 and DG Biboy, has exemplified the passing of Rotary values into the next generation. This rich legacy of professional practice and vocational service has been a source of great inspiration.
Dr. Rafael L. Jocson, more popularly known as “Doc Biboy” to friends, is a pioneer in the field of Minimally Invasive Surgery. He is recognized as a Trainer and Fellow of the Philippine College of Laparoscopic and Endoscopic Surgeons; a Diplomate of the Philippine Board of Surgery; and a Fellow of both the American and Philippine College of Surgeons. Currently, he is the Medical Director of The Doctors’ Hospital, Inc., and Section Head of Laparoscopic Surgery, Riverside Medical Center, Bacolod City.
Steadfast in his “dedication in helping the sick and the needy,” this personal motto led him to join the Rotary Club of Bacolod North in January, 1996. As a Rotarian of fifteen years, he was a consistent Outstanding Service Awardee for his active participation in community projects. Among his accomplishments as President in RY 2000-2001, were the following: Organization of the first Tri-District (Districts 3850, 3860, and 9800) eye screening project that benefitted 2,000 patients and fifty cataract surgeries; Implementation of Phase 2 of the 3H Matching Grant Irrigation Project benefitting five barangays in Valladolid, Negros Occidental, amounting to US$ 112,000.00; Organization of a Medical, Pediatric and Dental Mission at RCBN Rotary Community Corps. (RCC), Purok Seaside, Tangub, benefitting 400 patients; and forging of Sister Club Agreements with RC Makati-Ayala and RC Canterbury-Melbourne, Australia.
Through his unwavering leadership, he was able to garner the prestigious Outstanding Club President Award and Outstanding Club Award given by the District; and the RI Presidential Citation Award. From then on, he rose up the Rotary ladder by becoming the District Chairman of Rotary Youth Leadership Awards (RYLA); Assistant District Governor, Zone 5; District Governor’s Representative, Philippine Rotary Magazine (PRM); District Chairman, World Community Service; District Chairman, Membership Development; District Secretary; District Chairman, Extension Committee; District Chairman, Group Study Exchange and finally as the District Governor Elect for RY 2012-2013.
Doc Biboy’s family has been active in Rotary Service, as well. His lovely wife, Emily (PHF), has been twice the President of the Rotary Anns of Bacolod North. His eldest son, Miggy, served as a Rotex to Melbourne, and is now working as a Chef in Sydney. His younger children, Ria and Mio, are also Paul Harris Fellows.
