A Government Servant
  • He was appointed OIC City Councilor (Philippine Revolution 1986-1988) and was elected and re-elected in 1988, 1998, 2001 and 2004. He is now serving his last year as City Councilor (total of 15 years of Public Service)
  • He was the prime mover in the signing of a Friendship Agreement between the City of Iloilo and Qingdao City of China, bringing along a trade mission of 15 businessmen.
  • He is presently serving his second terms as National Public Relations Officer of the Philippine Councilors League, an organization of about 15,000 city and municipal councilors throughout the country.
A Jaycee Leader
  • He joined the Iloilo Jaycees in 1978, where he served as Chapter President in 1983 and was awarded as Outstanding Chapter President. In 1985 he was elected National Vice President of the Philippine Jaycees.
  • He was conferred the title of “JCI Senator,” a life membership award for outstanding Jaycee and has served the Philippine Jaycees Senate Foundation as Secretary General. He is presently a member of the Board of Trustees for 2005-2006.
A Volunteer Fireman
  • He is serving his fourth consecutive term as President of the Federation Iloilo Volunteers Fire Bridge, Incorporated, the largest and best-equipped volunteer fire brigade in the country today.
  • Through his efforts, the number of the Federation’s fire trucks was increased from 2 units to 10.
  • He is also responsible for the construction of the fire station with an air-conditioned board room and volunteers’ sleeping quarters.
A Volunteer Red Crosser
  • He is Chapter Chairman of the Philippine National Red Cross, Iloilo Chapter.
  • He pursued the construction and completion of a 4-million Iloilo Red Cross Youth Training Center—an air-conditioned and perhaps the most modern training center among all the 80 Philippine Red Cross Chapters in the country.
  • He was awarded last year the Diploma of Aurora Aragon Quezon Medal in recognition of his dedicated service to Red Cross.

  • For the city of Iloilo alone, he was able to construct 54 school buildings in the public elementary and high schools, thus earning him the unofficial title of “Mr. School Builder”

An Outstanding Rotarian
  • On Dec 1, 1983 he joined the Rotary Club of Metro Iloilo and is now on his 23rd year of continuous and active service with the Classification – Paper Products Distribution.
  • He became Club President in 1990 with the theme Honor Rotary with Faith and Enthusiasm

Among his notable contributions to the club are:
  • Initiated the Sister Club relationship with RC Downtown Manila, RC Balintawak and other Metro Rotary Clubs.
  • Initiated and worked for a closer relationship among Metro Clubs with the realization of the Inter Metro Rotary Clubs National Sportsfest.
  • Initiated the organization of RC Metro Iloilo Foundation Inc. and was Registered with the Security Exchange Commission. The objective of the foundation is to raise funds and finance worthy educational, cultural and humanitarian projects of the club.
  • Since its incorporation, the RCMIF has appropriated 100,000 annually for the club.
  • Conferred in 1996, the Service Above Self Award – the highest award given by the RI Board of Directors to a Rotarian.
